Public councils for ensuring transparency and anticorruption of the government in Kyrgyzstan

Goals and objectives: Public councils are a mechanism of public control over state bodies and their activities, including processes of formulation and implementation of state policy and ensuring feedback between the state bodies and the citizens. The solution is meant to improve performance of the state bodies and facilitate better quality of public services delivery.

Implementation: The councils were established by then President of the Kyrgyz Republic, Roza Otunbaeva, in 2010 and within the UNDP Capacity Development Facility Project for 2010-2015. To lead and facilitate the process of establishing the public councils, a relevant commission was formed on a competitive basis through voting by 33 representatives of CSOs. It now comprises 15 members, 10 from CSOs and 5 from state agencies. Forty-one public councils have been under various ministries and agencies, consisting of 545 members with 171 women members. Public councils are focused on the work of each state agency they are attached to.

Close collaboration between state agencies and PCs resulted in improved quality of formulation and implementation policy and programmes of state institutions. Pressure from public councils also made state agencies become result-oriented, i.e. the Government has adopted a new performance evaluation system, comprised of the citizen’s trust index.


  • Due to the PC of the Ministry of Finance, citizens now have access to the website of e-government, which offers detailed information on the national budget, foreign aid and procurement;
  • PC of the Ministry of Interior persuaded the ministry to provide members of the PC with 24-hour access to places of detention in the country.
  • Some PCs have carried out investigations of cases of corruption, which led to changes in ministerial staff and policy. The conflict between the Ministry of Transport and its PC on corruption schemes led to the dismissal of the Minister of Transport.
  • There was also success in bringing the issue of bankruptcy of PC of Agro Food Corporation. The activities of the Advisory Council of the Ministry of Energy helped to reveal cases of corruption, such as abuse of authority committed by the heads of subordinated enterprises of JSC "Sever" towards customers, valued at more than 73 million KGS, unreasonably decommissioned receivables in 2010.

The Law of the Kyrgyz Republic on Public Councils of the State Bodies, adopted on 24 May 2014, institutionalized the public councils and ensured sustainability of the solution.

Replication: The solutions can be replicated in the countries in need of public administration reform and fighting corruption in state institutions.
